Dog's Plight
I think to have mentioned in one of former blogs, that engineers' duty , when he encounters some new phenomenon with destructive potential to the integrity of any construction, is to research it, calculate it, report it and standardize it. A moral duty, let's say.
But , there are public institutions , for which it is not only a moral duty , but something more...
Some of them have even the word "Safety" in their names, inscribed as main function.
And , all these institutions, have their internal security departments ( "safety-of-safety" ), which possesses necessary knowledge .So, the knowledge is already there, inside.
Of course, as in the large companies, one department often does not know what the other does. But the public does not care about internal affairs. Sooner or later , someone will ask : " Where were YOU , then ?"
